١- Drivers (Emergency Unit) G2 – 4 positions
Core Functions / Responsibilities:
- Provide needed transport to the emergency team to fulfil their assignments.
- Drive office vehicle for the transport of authorized personnel to and from meetings.
- Drive office vehicles to and from different field missions.
- Deliver and collect mail, documents and other items to and from other UN Agencies, Institutions, Ministries or Embassies;
- Alert supervisor about the vehicle maintenance plans and ensure proper day-to-day maintenance of the vehicles through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car cleaning, etc.
- Ensure that all safety regulations, security operating procedures are followed.
- Ensure availability in safe place and validity of all the required documents/supplies including updated vehicle insurance, vehicle logs, office directory, map of the city/country, ready-to use first aid medical kit, and necessary spare parts.
- Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accident and report the accident to the closest police station and duly inform United Nations Department of Safety and Security (UNDSS).
- Respect the country’s rules of the road; respect the driving guidance of the UNDSS.
- Ensure that all people travelling in the vehicle have their safety belts fastened when the vehicle is in motion; assist the programme staff with loading, unloading, packing and transferring any material as requested.
- Perform any related duties that may be assigned by the supervisor.
Required Qualifications and Experience
Education & Experience
Completed bachelor’s degree from an accredited academic institution with no experience, or Secondary school certificate with 2 years of experience in related field
Required
- Valid Driver’s license.
- Ability to detect mechanical failure in the vehicle.
- Skill in minor vehicle repair.
Personal qualities:
- Safe driving record in Jordan.
- Knowledge of driving rules and regulations and skills in minor vehicle repair.
- Good knowledge of Amman and Jordan.
- Display cultural, gender, religion, race, nationality, age sensitivity and adaptability.
- Very punctual and dependable.
- Display positive or constructive attitude and remain calm.
- Exercise self-control and show good humour even under pressure.

٢- Training Needs Assessment Consultant

Core Functions / Responsibilities:
The consultant will meet with stakeholders in the Jordanian Armed Forces, Border Security Directorate and relevant ministries and departments to assess the need in building the capacity of Jordanian officials.
The consultant will conduct a desk review on the current and past situation of the capacity building curricula, taking into consideration aspects of gender and sustainability of action
ensuring the knowledge and capacities of JAF’s officers are built to enhance border operations expertise in incorporating humanitarian aspect of border management.
The consultant will work closely in coordination with the Syria Emergency Response Department at IOM Jordan, during the full duration of his/her assignment on the preparation and delivery of the assessment, as described below.
Perform such other duties as may be assigned and required for the successful completion of deliverables.
Tangible and measurable output of the work assignment:
- Provide IOM with the plan and methodology for the assessment;
- Conduct interviews and meetings with relevant key stakeholders in Amman, as well as selected sites (max. 10-day visit to Jordan in June/July 2018)
- The assessment should include a comprehensive description of current situation and gaps (with particular attention to gender and local specificities and priorities regarding capacity building;
- The assessment should also include recommendations and a roadmap for the development of a training curricula and related materials, coordination, capacity development, etc.;
- Incorporate relevant feedback received from IOM and stakeholders into the assessment.

- Submit a full needs assessment study to IOM Jordan within 2 weeks of the end of the visit.
The work/deliverables will be organized as follows:
- Development and submission of the assessment design (deliverable) – 5 working days after signing the contract
- Data collection – 10 working days
- Data analysis and writing of the assessment – 10 working days
- Submission of the draft assessment (deliverable)
- Review of the assessment (respond to IOM Amman comments and suggestions) – 5 working days
- Submission of the final report and presentation of findings (deliverable)
Management arrangements:
A financial proposal is expected to be submitted by the candidates alongside the operational proposal. Bids analysis will be conducted to select the best candidate, including a comparison of the proposal quality and the requested fees.
Required Qualifications and Experience
Education & Experience
A university degree, preferably in international relations, political science, or security studies; or graduation from a border police/guards training academy with extensive experience on providing capacity building to military/law enforcement officers on a managerial level in the indicated subject.
Professional experience in conducting needs assessments and familiarity with the above-mentioned subjects.
Japanese Nationals are encouraged to apply.
Languages
Excellent English speaking and writing skills are essential. Knowledge of Arabic is an advantage (simultaneous translation AR/EN can be provided during the assessment).
