CARE International in Jordan has a vacancy for the post of M&E Officer- Reporting
 Scope of Work:
The purpose of the Monitoring and Evaluation Officer (ME) position is to assist the Quality and Accountability Coordinator in improving the overall quality of services provided to beneficiaries S/he is responsible for the supervision and delivery of reporting on project activities and deliverables. S/he provides information to the Quality and Accountability Coordinator to facilitate linkage with all M&E functions to ensure coordinated and coherent departmental deliverables.

This post will provide oversight and coordination of all the activities of all urban program activities in accordance with agreed standards (eg. IASC and SEA) and programme principles. It collects and reviews feedback on the quality of work from all stakeholders: refugees, UNHCR, donors, collegiate NGOs, Government and non-Governmental agencies, CBOs and the public to develop the required reporting.

Duties and Responsibilities:

Collation and management of all Program data and information for the support of reporting, 
  • Providing assisting in writing and reviewing donors reports (quarterly, interim and annual reports).
  • Drafting TORs and SOPs.
  • Help in collate all necessary data and annexes to be submitted to CARE management and donors.
  • Ensure all reports generated from Programs Quality Department are accurate.
  • Ensure the regular narrative reports are prepared and delivered from each program.
  • Organizes a monitoring system to collect baseline and periodic data for tracking project performance and decision making;

Implementing and assisting in development of systems for monitoring and evaluation the performance of the program and the impact on beneficiaries of program services. 
  • Assisting in the M&E plan establishment and implementation. (evaluation forms, Expert monitoring of assessment standards, Follow-up of cases to assess the impact of our work).  Find ways of ensuring this ‘qualitative’ data is fed back to stakeholders like donors (case studies, success stories and examples).
  • Report on program qualitative indicators, measure the impact of services provided for beneficiaries, advise Quality and Accountability Coordinator on taking corrective actions and incorporate feedback lessons learned
  • Carry out periodic internal monitoring activities for different program components, i.e. case management, emergency cash assistances, livelihoods, civic engagement, etc.
  • Help in evaluating the projects at the end of the projects and report on findings.
  • Implementing MEAL internal activities and respond to all comments and feedback would be resulted from those activities.
  • Design and develop the monitoring and evaluations tools and forms.
  • Support other team members in conducting case studies, field visits to CARE’s community centers, CBOs and other partners’ centers to conducts FGDs and interviews with beneficiaries and other stakeholders (If needed).

Help in Supervising, monitoring and reporting on program's accountability framework (Feedback & complaint mechanism in urban areas)
  • Integrate, organize, and periodically report on programs quality strategy framework, this includes the program activities implemented through CARE's partners.
  • Set up arrangements for beneficiary liaison and input (to allow them to comment and give feedback on the services we provide to enable improvements).
  • Monitor complaints mechanisms and way in which these can be dealt with to improve our service.
  • Provide the needed support in implementing the complaints and feedback mechanism including the quality and timeliness of replies provided to beneficiaries’ complaints.
  • Supervise the interns of Programs Quality Department and provide the needed training and guidance.

Deputation for the programs quality coordinator.

  • On behalf of programs quality coordinator to carry out some duties across the overall program as requested.
  • Provide support and advice for the Quality and Accountability Coordinator, related to the implementation, staff performances and give a feedback and observations about the implementing procedures in the field.
  • To assist the Quality and Accountability Coordinator and deputize for him/her in his absence

Emergency Response / Staff Security

  • Take a lead role in facilitating timely, quality administrative support function delivery in the time of emergency response
  • Guides and supports management on staff security concerns
Ensure security operational guidelines well established for the CO and field offices following CARE USA Security Guidelines, and all staff are aware (in coordination with the CD)

Qualifications and Requirements:
  • Bachelor’s degree in statistics or the social sciences (psychology, sociology, etc.)
  • At least two years of experience in development and/or humanitarian organizations, including significant experience of working with partners to deliver humanitarian programs or build capacity for emergency preparedness and response.
  • Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.
  • A proven record of effective project management, including project planning and managing a budget
  • Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
  • Proven experience in establishing monitoring and evaluation systems, methodologies, and reporting on findings.
  • Proven experience in data collation process, auto reports and documentations
  • Previous successful experience in the management of multi-agency, multi-stakeholder collaborative projects.
  • Experience in the effective dissemination of research findings and the design, organization and management of large-scale learning events.
  • Strong facilitation skills, including the design and management of effective trainings, workshops and meetings with diverse participants.
  • Strong skills in written communication, including effective report writing
  • Strong skills in inter-personal communications, able to work effectively with multiple stakeholders in a complex, multi-actor environment.
  • Sensitivity to cultural differences and the ability to work effectively across a wide variety of cultural contexts.
  • Strong team player, able to develop and maintain effective working relationships within a distributed and dynamic team.
  • Flexible, creative and solution-oriented approach in an innovative environment

  • Ensure the quality and timeliness of all programs data and reports.
  • Troubles shoot and provide improvement suggestions and active back up to ensure the accuracy of data.
  • Organizes a monitoring system to collect baseline and periodic data for tracking project performance and decision making;
  • Sharing monthly, quarterly, half-yearly and annual reports on the received feedback and complaints.
  • Conduct quality insurance’s activities of the database through CARE Database System (CDS).

Implementing and assisting in development of systems for monitoring and evaluation the performance of the program and the impact on beneficiaries of program services. 

  • Assisting in the M&E plan establishment and implementation.   • Carry out periodic internal monitoring activities for different program components, i.e. case management, emergency cash assistances, assessment, activities, etc…

  • Conduct field visits to CARE’s community centers, CBOs and other partners’ centers to conducts FGDs and interviews with beneficiaries and other stakeholders.
  • Taking the lead on the data collection phase of the monitoring and evaluation activities.
