* Logistic Manager


OBJECTIVE OF THE POSITION:
under the line management of Area Coordinator, the Logistics Manager will be responsible to provide adequate logistics implementation and management for all Humanitarian programs, in the respect of the HI procedures and donors requirements:
  • General Logistics:
    • Premises Management (office, warehouses and its related areas);
    • Assets and Equipment Management;
    • Communication management;
    • Movements Management;
  • Supply Chain and Procurement Management
    • Procurement management
    • Stock management
  • Logistic administration:
    • Logistics Budget and Finance Management
    • HR Management of Logistics team
  • Partners’ management and relation:
    • Provide support and training to partners logistics team
    • Control and validate Partners logistics procedures and report
  • Security:
    • Provide support in Safety and Security related aspects of the mission;
  • Reporting to the Amman coordination
REPORTING LINES
Line manager: Area Coordinator
Line manager+1: Head of Mission
Technical link: Logistic Coordinator
Line Manager to: Logistic Assistant and Logistics Officers x 2 (to be recruited)

RESPONSIBILITIES:
  1. LOGISTICS
Procedures:
  • Ensure proper implementation of HI Logistics procedures in the Hub, in link with coordination.
  • Ensure good communication of procedures to all departments.
  • Ensure partners fully understand and are following the appropriate logistics procedures
  • Perform a regular audit of HI and partner documents e.g. procurement files, equipment and assets follow-up, etc;
  • Responsible for preparing framework agreements
Premises (South Hub Office / Warehouses)
  • Responsible for the identification, setting up, and security of all new premises.
  • Responsible for all agreements, and follow up of the premises in the Hub (e,g. office and warehouse lease, maintenance, running costs)
  • Supervise and provide regular support to Logistics Assistant in terms of premises management;
Equipment, Furniture and Office Stock (South Hub)
  • Responsible for the proper layout of all premises in terms of equipment, furniture and consumables according to the needs and the HI regulations.
  • Responsible for the proper follow up of the equipment according to HI procedures
  • Responsible for the security of the equipment
  • Supervise and provide regular support to the Logistics Assistant n the follow-up of equipment & furniture (regular inventories…);
Communication and IT management (South Hub)
  • Responsible for the efficiency of the communication equipment at Hub level (mobiles, internet,…).
  • Responsible of the efficiency of the IT set up at Hub level according the needs.
  • Supervise and provide regular support to the Logistics Assistant in terms for follow-up of communication and IT management (maintenance, set up etc).
  • Linkage between the coordination and the suppliers.
Transport & Movements
  • Responsible for the efficiency of goods transportation according to the needs and HI procedures (Transport agreement, Documentation etc) at Hub level.
  1. LOGISTIC ADMINISTRATION
 Finance and budget management
  • Participate actively in logistics budget development for the hub and partners
  • Responsible for the management and follow up of the logistics Budget lines management (Expenses follow up, forecast, OFU, BFU etc)
  • Prepare the logistics financial forecasts and cash requests
HR management and Capacity Building
  • Provide adequate support, capacity building and specialized training to the Logistics team in the hub and to partners.
  • Develop and disseminate relevant logistics tools to the partners e.g. fuel monitoring, warehouse assessments, warehouse management etc
  • Ensure the administrative follow up of each staff member in the logistics department (Job descriptions, Individual Action plan, regular appraisals, …)
  • Support the log team in the development of their work plans and ensure that the work is completed according to agreed upon time lines as much as possible
  • Ensure proper follow-up for all HR aspects (contract, attendance, leave etc.)
  1. PARTNERS’ LOGISTICS MANAGEMENT AND SUPPORT:
  • Support the log assistant in his/her follow up with partners, ensuring partners’ compliance with all logistics procedures and providing the final validation of logistics expenses together with programmes
  • Ensure that the log assistant does the monthly reconciliation of partners’ stock and donations together with programmes
  • Ensure that the log assistant provides partners with timely feedback to their enquires or regarding logistics documentation and expenses which have been submitted to HI
  1. SECURITY:
•   Responsible for the security rules implementation in link with the Area coordinator
•   Responsible for the respect of internal security rules for all the logistic departments
•   Participate actively in all security update meeting with area coordinator.
  1. COORDINATION & REPORTING 
  • Coordinate the overall operations of the logistics department, ensuring that work is completed in a timely manner and according to the correct procedures.
  • In coordination with the programmes, develop and implement a procurement plan and update it on a regular basis
  • Support the log team and assume additional tasks when log staff are on leave or fully occupied with other tasks
  • Ensure good and timely communication with the Area Co, all programmes and coordination e.g. through emails and bilateral meetings
  • Participate actively in all team meetings
  • Provide logistics support and advice to the Operational Team to ensure a smooth project implementation
  • Attend the Logistics Cluster meeting and other relevant meetings
  • Provide any additional support upon request of the Area Coordinator
  • Provide a monthly logistic department action plan to the Area Coordinator
  • Provide the following monthly logistics department reports to the Area Coordinator and to the Logistic Coordinator:
    • Monthly narrative report
    • Updated Logistics tools: TSA + CFE + TSE + Motor Cost follow up + Stock report + Inventory + Reconciliation tool + OFU, and any other follow up tools implemented.
REQUIREMENTS:

Essential
Preferable
Qualification(s:

  • Degree in Logistics management, Business Administration or other relevant degree

  • Training in procurement, warehousing, stock management
Experience (type and amount of experience):


  • Minimum 4 years of professional logistics experience
  • Minimum of 2 years in a management position
  • Experience with budget management
  • An understanding of logistics requirements for key donors
  • Experience with partnership management
  • Experience in staff capacity building and training
  • Good understanding of compliance
  • Previous work experience with the Syrian context or in remote management
  • Previous working experience with other INGOs
  • Experience working through partner organisations

Skills (knowledge, abilities required for the position)

  • Excellent spoken and written English and Arabic
  • Strong computer skills
  • Strong analytical skills

 (Note that working time can go up to 48 hours per week (according to the Jordanian labour law) if it is required by the volume of activities and by the line manager.)
