Project Officer- Livelihood


PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps is an international relief and development organization working in over 40 countries worldwide helping people build secure, productive and just communities. In Jordan, Mercy Corps has been actively working since 2002 to implement a variety of programs funded by US and European governments and private donors. The current portfolio includes programs focusing on improved water demand management, conflict mitigation and social cohesion programming, child, youth and inclusive education programming, and humanitarian relief programming, which includes emergency cash and protection programming. 
Mercy Corps’ proposed ‘Nubader: Advancing Adolescents and Youth in Jordan’ project supports Jordanian and Syrian Youth, ages 12-19, by promoting learning, coexistence and psychosocial resiliency, building social understanding, re-establishing goal planning for the future and developing livelihood pathways. The project utilizes a Profound Stress and Attunement (PSA) model that uses neurological science to understand the impact that long term stress has on the emotional brain. Through life-skills trainings, awareness sessions and other community initiatives, Nubader engages vulnerable young people, as well as caregivers and community leaders, working to strengthen their well-being and lay the foundation for a peaceful and prosperous future.  Mercy Corps partners with local CBOs to build Community Action Hubs that provide young people with a safe space to improve social stability and ultimately make youth and their communities more resilient.
Essential Duties and Responsibilities:
The candidate will be working on three governorates (Mafraq, Karak & Ajloun) to:
  1. Assist the Project Coordinator-livelihoods and Project Manager in all operations related to project implementation, data collection and analysis;
  2. Support the implementation of the youth-led labour market assessments;
  3. Conduct outreach to public and private sector actors;
  4. Collect and Analyze data in the field;
  5. Contribute to monitoring and evaluation efforts including monitoring, data collection, analysis, report writing;
  6. Organize job fairs;
  7. Closely monitor the beneficiaries during the  vocational trainings and apprenticeships;
  8. Create linkages and networks with vocational trainings providers, business, employment agencies and beneficiaries;
  9. Complete tasks as assigned in a timely, professional way;
  10. Contribute to regular donor and organizational reports to highlight program successes and challenges;
  11. Work closely with the volunteers in the CBOs and follow up on their work;
  12. Handle the filings & documentation of the project;
  13. Participate in workshops and tasks forces, as needed, to inform strategy development and improved service delivery;
  14. Contribute to development communication materials that highlight Mercy Corps’ programming;
  15. Support program development related to livelihoods programming, while contributing to other related to programming, as needed.
M &E
  1. Ensure daily monitoring of young adults and staff members  attendance and performance in the vocational training centers and business sector;
  2. Prepare weekly updates and monthly progress reports, including challenges and recommendations.
  3. Work closely with community hubs to develop a sustainability strategy that will be embodied into the project phases;
  4. Ensure Quality Management standards are mainstreamed for effective implementation of the project in community Hub;
Others
  1. Provide support for organizing visits, meeting, events, training and workshops
  2. Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  3. Other duties as assigned.
SUPERVISORY RESPONSIBILITY: N/A
REPORTS DIRECTLY TO: Project Coordinator - Livelihoods
WORKS DIRECTLY WITH: Project Manager, other field officers, project coordinator/sub-grant and administration, operation & procurement team.
KNOWLEDGE AND EXPERIENCE:
  • College degree 
  • At least 3 year of experience performing required tasks
  • Ability to work independently and as a part of a team
  • Strong verbal and written communications skills
  • Proficiency in Microsoft Office applications including Excel and Word
  • Valid driver’s license and willingness to travel South/northern Jordan
  • Good English language skills is required
