1- Monitoring and Evaluation Assistant

General job description
Reporting to his/her immediate superior, the Monitoring and Evaluation (M&E) Assistant provides technical and methodological support to project teams. He/she helps develop monitoring plans and adapt and roll out monitoring tools in compliance with Tdh’s approaches and methods at a project or program level.
The M&E Assistant helps collect, process and analyse data at a project/ program level, and ensures that monitoring information is effectively communicated. He/she takes part in internal and external evaluation processes.
Main responsibilities

Monitoring plans

  • Helps develop project monitoring plans and adapt and roll out monitoring tools to meet project and programme requirements. Helps design databases in coordination with the Information Management officer/Assistant.
  • Checks that collection tools are consistent with M&E plans, working in coordination with the Information Management Assistant if necessary. Reports any technical or methodological issues.  
Monitoring activities
  • If necessary, assists the Project Manager and the Area Operations Manger by helping to collect data identified in the M&E plan.
  • Supervises and/or supports collection of data for activities in the field while respecting ethical and methodological standards.
  • If necessary, helps enter monitoring data provided by project teams using the appropriate tools. 
  • Informs the Project Manager, Operations Manager, and M&E Manager (depending on the scale of the issue) of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
  • Helps manage and organise M&E information while ensuring that confidential data is protected, in coordination with the information management (IM) team if necessary.
  • Helps recruit, train and supervise any team members involved in occasional data collection activities (investigators).
Communication and reporting
  • Helps the Project Manager and/or M&E Officer / Manager develop presentations adapted to different target audiences. Provides the M&E information required to write reports for use by Tdh and by donors, working with the IM team if necessary
Evaluation
  • Supports the internal and external evaluation process (by providing monitoring data, logistical support and assistance in monitoring the results of evaluations).
Security and child safety
  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.

2-  Learning & Development Senior Officer (L&D)

Purpose of the position
Reporting to the Quality & Accountability Coordinator, Tdh – Lausanne delegation in Jordan, the Senior Learning and Development Officer is responsible for coordinating all staff trainings within Tdh Jordan to ensure synergy, effectiveness in alignment to the national strategy and the competency development framework / plan. Under the direction of the Q&A coordinator, she/he will be responsible for the development and implementation of the partnering approach, consisting of policies, tools and capacity development framework for programmatic engaging with local partners. Under the direction of the Q&A Coordinator, she/he will liaison with the relevant government departments to ensure Tdh’s compliance with regulations, procedures, law and systems. He/she assists the Q&A coordinator in establishing and managing a learning environment within the Tdh – Jordan and retain institutional memory with the implementation of the knowledge management system

Context
Terre des hommes Foundation (www.tdh.ch/en) is among the world's leading child protection NGOs, with a proven track of creating child protection systems, advancing policy change, and providing both humanitarian aid and direct services to children and youth in need. While Tdh’s primary programming pillars are migration, juvenile justice and health under the umbrella of child protection, transversal theme such as child labour, child marriage, SGBV, and violence against children are at the heart of all TDH programming.
Since its Jordan programme opened in 2007 with a team of 16 case workers and other specialists, Tdh has reached more than 17,000 children and youth with psycho-social support, case management, protection, and humanitarian aid. Its Syrian refugee response in Northern Jordan has already served more than 1900 child protection cases and offered psycho-social and outreach support to more than 15,000 children. Tdh supports both refugees and local communities in the governorates of Amman, Irbid, Mafraq, Jerash, and Zarqa including the Emirati Jordanian camp. Tdh coordination office in Amman is complemented by 2 sub-offices located in Irbid to oversee interventions in the northern host communities and in the Emirati Jordanian camp. Tdh is currently receives funding from ECHO, AFD, UNOCHA, UNICEF, The French embassy, in addition to unrestricted funding from HQ.

Main responsibilities

Learning and reflection

  • Support teams in the field to conduct periodical reflection and learning meetings.
  • Facilitate quarterly and annual review meetings at the delegation level with key staff on the strategic action plan 2018-2020,
  • Contribute to the writing of a consolidated learning report at the organizational level every quarter,
  • Supports the Q&A coordinator in consolidating and sharing information from the sit-reps and other monitoring process with Tdh management monthly.
  • Coordinate with the technical specialist, department heads, project managers, and focal points for clusters and other initiatives to identify new developments in the fields of development & humanitarianusum. Document these learnings and shared with the management in a simple to understand format.
  • Support the research & communication officer with coordinating and gathering content for the Tdh newsletter.
  • Ensure the context analysis report is updated on a regularly based with up to date statistics and publications. Communicate such changes with the project teams and the Tdh management on an ongoing basis using effective communication means. Ensure UpToDate context information is made available for new proposal development
Staff Competency /Capacity development 
  • Develop the Capacity Development framework of Tdh Jordan, methodologies, facilitation techniques and tools.
  • Together with the technical advisors for each area, conduct a mapping and collection of all training materials used by the Jordan delegation.
  • Compile training modules and packages in collaboration with key technical staff.
  • Develop a capacity building calendar in collaboration with the HR department, and ensure it sufficiently resourced with the support of the program coordinator.
  • Identify and develop a list of quality resource personal / trainers to facilitate / conduct the trainings identified by the organization.
  • Coordinate / Facilitate training as outlined in the capacity building plan and calendar for both staff and partners.
  • In collaboration with the HR department track staff competency development through pre-& post assessments, monitor and report on the progress made against the overall capacity building plan. 
Knowledge management 
  • Establish and coordinate the functioning of internal technical working groups. While these groups will be managed / lead by the technical expert, the L&D officer will be responsible for facilitating the scheduling, documentation, resource centralization and sharing learnings of these groups.
  • Map all tools, processes, systems and other resources used by the different field teams for the different technical interventions. Centralize these resources, review, standardise these tools and develop guidelines with the support of the technical expert and make it available for all Tdh staff for reference and use in their respective projects. 
  • Establish standard operational practices for the technical areas with the support of the Q&A coordinator, Program Coordinator and the technical experts.
  • Establish central database for all the project related documents to be stored in an organized, secured and easy to access manner. (Such document will include – proposal, reports, beneficiary records, distribution records, item/asset inventory, key correspondence, databases etc.   
  • Support the Q&A coordinator in conducting a capitalization exercise for every project that’s ending and share the learnings with the management and the final report of the project. Ensure these learning’s are properly documented and shared at the time of new project development and the strategy review.
  • Work closely with the Q&A coordinator, program coordinator and the technical experts in identifying Tdh HQ resources, and resources developed by other delegations that are relevant to the Jordan programming context. Coordinate the contextualization of these tools and ensure these resources are accessible by Tdh Jordan staff.
  • Document best practices at Tdh Jordan delegation and share with other Tdh delegations and HQ for broader adaptation and utilization. Also ensure such learnings are shared with coordination forums (clusters, etc) as seen appropriate by the management.
  • Update and maintain the stakeholder analysis on semi-annual basis
Partnering and collaboration 
  • She / he will establish the partnership approach of TDH Jordan with the support the Q&A coordinator and program coordinator. This will consist of the partner capacity assessment tools, vetting process, formulating MoU templates, partner management guidelines, monitoring processes and tools, joint learning and reflection, complaints and feedback, asset management, reporting and documentation.
  • She / he will conduct the partner capacity assessment and share findings with the management for approval. The role will also be responsible coordinating the vetting processes of identified / potential partners. Based on the assessment results, a partner engagement plan and capacity building plan will be developed. The plan will be followed up and monitored with close celebration with the project managers.
  • Works with the Program Coordinator and the project managers in rolling out the capacity building plan for implementing partners. Ensures the trainings are conducted on time, meet the required quality, and has the intended effect.
  • Develops and maintains a database of local implementing partners, their current capacities and progress being made because of Tdh support.
  • Ensure that partners are oriented on Tdh policies, procedures and tools.
  • Monitors partner compliance with project expectations, donor regulations and Tdh standards. 
Government liaison 
  • Act as the focal point for government liaising for the programmatic aspects of the Tdh – Jordan delegation.
  • Lead the approval process with MoPIC and signing MoU’s with the line ministries for all new projects.
  • Coordinate the reporting on JORIS and with other line ministires as required by these institutions and ensure these are responded on a timely and accurate manner.
  • Coordinates with all other line-ministires to finalize MoU’s and other organizational purposes as required by management.
  • Attend government coordination meeting as requested by the Q&A coordinator or the country representative.
  • Coordinating with the legal advisors for Tdh on validation documentations, contracts and MoUs etc. 
Profile

Professional competencies

  • Experience of working in an NGO and humanitarian sector is mandatory.

3- Area Operations Manager (AOM)

Job description
The Area Operations Manager leads the implementation of the Tdh programme in the northern governorates, with an office based in Irbid, ensuring integration and high quality of implementation of all projects in line with Tdh standards of quality and timely management.


Under the line supervision of the Programme Coordinator and in coordination with the Senior Management Team (SMT) members, the main tasks of this function are:

  • North Operations and Security: Lead and maintain Tdh operations (project cycle management cycle, administration, finance and logistics) in the north, making sure that all operational mechanisms are in place and functioning for a smooth and quality implementation of the entire programme 
  • Programme implementation: Under the supervision of the Programme Coordinator, coordinate the implementation of all projects in the north of Jordan, ensuring that all projects are implemented in accordance with the Tdh programme and operational standards and are in line with the country strategy 2018-2020
  • Team management and coaching:  in charge of recruiting, supervising and coaching the team in the north, and enabling a nurturing team work environment.
  • Representation: in charge of networking with local and international stakeholders in the area of operations and liasing with local authorities to ensure a coordinated and viable implementation of the programme in the north. 
The Area Operations Manager, based in Irbid, reports to the Program Coordinator based in Amman office. He/she supervises the Project Manager/Field Assistant Coordinator, the Finance and Administrative Officer, the Logistic Officer who have respectively functional link of supervision with the Finance and Administrative Coordinator and Logistic Coordinator based in Amman office.
S/he administratively supervises the M&E officer who reports directly to the Quality and Accountability Coordinator based in Amman office. 

Context:
Terre des hommes (Tdh) opened its delegation in Jordan in 2007  and it currently implements two main programs: an Acces to Justice and a response towards the Syrian crisis in the host communities in the Northern Governorates and in the refugee camp.
In the context of the response to the Syrian crisis, Tdh is providing a comprehensive package of services for vulnerable Syrian and Jordanian children in order to enhance their well-being and to promote their social cohesion and resiliencethrough Psychosocial Support activities, life skills, informal education and case management. In addition, community mobilization is strengthening Child Protection system and mechanisms at community level to build a more protective environment for children. Capacity building of the local and national stakeholders is the cornerstone of the longer-term projects and a priority for Tdh Jordan. A specific focus on social cohesion and integration, child – as well as parents - participation and youth empowerment is prioritized.
The coordination office of Tdh in Jordan is located in Amman and the sub-office in Irbid in North is managed by the Area Operation Manager. The delegation is composed by more or less 60 employees who are currently mainly based in the North where the large part of the activities are implemented. The delegation is very dynamic, at the beginning of 2018 the global budget was about 3.5 million CHF, thanks to several donors whose the main are AFD, OCHA and ECHO.

Major responsibilities

Programme operations and security

  • Lead and coordinate the set up and maintenance of the north office operational mechanism to ensure that the programme functions efficitenty (incl IT, Logistics, HR, Finance, Administration, Procurement, Safety&Security, Communication mechanisms) in close collaboration with the support and programme department in Amman coordination office.
  • Manage the north programme team and resources according to Tdh policies,procedures and in line with the Theory of Change (TOC) and Country Strategy 2018-2020.
  • Manage the programme resources in respect of Tdh and donor requirements and policies, in the most efficient and cost effective way while aiming for the highest quality operational mechanisms for the entire team.
  • Monitor on monthly basis the north programme actual expenditures and compare them with the planned expenses and review the budget if needed with the Finance officer, Project Manager the Finance Coordinator.
  • Prepare monthly management reports, financial reports for the coordination office in Amman and donors as required.
  • Maintain close and constructive communication with the Amman office on implementation progress
Security
  • In collaboration and with the support of the Logistic Coordinator, respects Terre des hommes security procedures in Jordan and make sure that her/his team are briefed and understand the rules in place.
  • In collaboration with the Logistic Coordinator and the Country Representative, to establish systems that safeguard beneficiaries, staff and the organizations image and reputation.
  • Make sure that a clear communication flow is established to reach all team members and that information reach Tdh staf on an effictient and timely manner
Programme Implementation 
  • Lead and coordinate the implementation of the North Program based on Tdh working principles and as per donor’s agreements in collaboration with the local partners, communities and other key stakeholders.
  • Lead and coordinate the development/review of the plan of activities of the north programme  and oversee the implementation of those activities according to the timeline and budget available in the course of the year.
  • Lead and coordinate the establishment and functioning of a monitoring and evaluation system in the north in collaboration with the Q&A department in Amman office and ensure record keeping of monthly project progress against the stated objectives and indicators to evaluate the program progress towards stated outputs, outcomes and goals on a periodical basis.
  • In collaboration with the Project Managers and his/her team  and in coordination with all others Departments, oversees to prepare narrative, statistical and financial reports for donors as required, in a timely manner.
  • Lead the quarterly reflection meetings, periodical review meeting and the annual reporting process, in close cooperation with the Programme Coordinator and the Q&A department in Amman office.
  • Participate and contribute in the drafting of concept notes/proposals when required by the Programme Coordinator and assist/co-operate with the Programme Coordinator to generate funding for proposed projects.
  • Assist in the development of programmatic guidelines and strategies for additional interventions, in accordance with the established overall country strategy of Tdh Jordan
Staff Management and coaching
  • Recruit programme and support staff in the operational area in cooperation with Direct Supervisor, Finance and HR Coordinator and HR officer.
  • Ensure regular sharing of information among the staff on Tdh policies/procedures/management processes etc. As applicable to the position, maintains a clear understanding of Tdh’ and donor compliance and ethics standards and adheres to those standards. Communicates these values to staff and to partners and requires them to adhere to these values by leading by example. 
  • Supervise the north programme area staff and lead them in understanding their role as well as ensuring high staff performance.
  • Co-ordinate on-job training for all staff and ensure staff development through training as appropriate, based on the Tdh Capacity Building Plan.
  • Builds the technical and managerial capacity of the field staff in planning and implementing programmes effectively and efficiently;
  • Evaluates the staff under her/his direct responsibility on a regular basis and pass on the evaluations and recommendations to his/her direct supervisor and to the HR department in Amman office;
  • Encourage team spirit and ensure teamwork especially on issues related to cross-sectoral collaboration

Representation
  • Network with all community stakeholders, including traditional leaders and faith based actors to assure and strengthen community understanding of Tdh projects, mission and goals.
  • Network with other national and international non-governmental organizations (NGOs), CBOs and local government officials, in the programme area to ensure good collaboration and encourage partnerships.
  • Under the supervision of the Program Coordinator, represents the organization locally to partner NGOs, CBOs and local authorities; regularly attends coordination meetings and reports to the Program Coordinator and other departments on the outcome of those meetings.
  • Positions Tdh within the humanitarian & development actors at the local level, by presenting good practices and impact of Tdh interventions.
  • Bring into the organization new ideas, good practices from external platforms that contribute to improving the efficiency, effectiveness and impact of Tdh programming
Internal Coordination
  • Under the lead of the Program Coordinator, and in collaboration with other Coordinators and the CR, participates as an active member in monthly internal coordination meetings, in which s/he presents a detailed review of current achievements, challenges faced and options considered for each projects under his/her responsability;
  • Ensure the correct flow of operational information to the others departments in the delegation;
  • Under the supervision of the Program Coordinator and with the technical support of Regional Program Coordinators provided to Project Managers, collaborates to develop the thematics strategy in line with the Tdh strategic commitments.
CHILD SAFEGURADING POLICY – SAFETY - SECURITY
  • Takes full responsibility of knowing and implementing institutional policies on security, child protection and fraud prevention throughout all process of the North operation.
  • Commits to ensure the best implementation possible of the Tdh Child Safeguarding Policy (CSP) in her/his area, including participation in annual audit, and reviews and updates of action plan;
  • Commits to inform the Country Representative and/ the Head of MENA Region and to deal with any case of any allegations or possibility of transgression, even potential, of the CSP and Code of Conduct;
  • Respects Terre des hommes security procedures in Jordan.
S/he will have direct access to information, such as the general strategy of Tdh in Jordan, including programming objectives in the field, financial details, and security guidelines. A professional sense of security, confidentiality, and proper representation is paramount. The incumbent will conduct her/his duties in respect of the Charter of Terre des hommes and Tdh Child Safeguarding Policy. Terre des hommes expects that its contractors’ professional conduct reflect proper behaviour in accordance with local culture and traditions. Profile

  • Minimum 5 years of direct management experience of NGO project and operations management on the field mandatory.

4-  Monitoring and Evaluation Manager

General job description
Working within the framework established by the organisation, the Monitoring and Evaluation (M&E) Manager ensures the consistency and quality of the delegation’s M&E strategies and activities. He/she coordinates and supervises M&E teams and takes responsibility for decisions and actions in the M&E field, operating in coordination with the project, programme and under the supervision and guidance of the Q&A coordinator.  

The Manager ensures that the Programme teams are given appropriate and effective methodological support consistent with the approaches and tools used within the delegation in the M&E field. 
He/she ensures that M&E applies to and is an integral part of all Tdh programming departments, and that the M&E department plays a support role for the rest of the organisation.
He/she ensures that a consistent approach to M&E is adopted in regional (multi-country) projects, large-scale projects and/or integrated programmes.
He/she supports an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability.
He/she helps develop a dynamic approach to M&E inside and outside Tdh (as part of regional partnerships, networks, centres of expertise, working groups, etc.).
Main responsibilities:
Strategic management 
  • Helps develop and implement the delegation’s strategic M&E orientations under the guidance of the Q&A coordinator, and in coordination with the Programme Coordinator and, if applicable, thematic reference persons.
  • Helps implement an appropriate and effective M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase, and during the sharing and using of data at a delegation level.
  • Plans M&E activities and oversees their implementation; manages and supervises related resources at the delegation level.
  • Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data at the overall delegation level.
Management
  • Ensures a department structure is set-up, with job descriptions, competencies, and the units resources sufficiently to function effectively under the supervision of the Q&A coordinator.
  • Manages team members answering to him/her team members, from the recruitment phase to the end of their employment. Adopts good management practices in keeping with Tdh’s values. Applies the delegation’s staff management policy.  
  • Ensures the optimal allocation and proper management of the delegation’s M&E resources (including financial, logistical, technical and human resources). Monitors M&E budgets monthly.
  • Ensures project and programme teams take part in monitoring projects and works towards optimal cooperation within the delegation in the M&E field.
  • Ensures clear communication within and outside the team on the departments work plans, support needed and utilization of M&E resources.
  • Establishes a detailed capacity development plan for the M&E unit and ensures that this plan is realized with the team members as a part of their professional development plan.
  • Ensures a tight collaborative working relationship is built and maintained between the M&E  unit, Senior L&D Officer, Accountability Officer, Information management Officer in order to avoide duplication and to maintain synergy across the different functions within the Q&A unit. 
Technical support

Design

  • Ensure findings from assessments, previous evaluation & capitalisation processes, ongoing monitoring and other research inform all new proposals. 
  • Helps develop logrames and write sections on M&E indicators, budgets and organisational measures for all new project proposals. When requires, to facilitate problem tree analysis, Theory of chang, and program risk assessment processes.
Monitoring
  • Provides methodological support during the development of M&E systems and plans, and ensures a consistent approach is adopted across all projects and programmes. Especially ensure monitoring processes are systemized, in ways that meet donor requirements, and are cost-effective, avoids duplicative processes, and minimises beneficiary fatigue. 
  • Develop, review and approve project level M&E plans for all new and ongoing projects. 
  • Ensures baseline measurements for projects and thematic areas across the delegation.
  • Ensures monitoring directives, methodological guidelines and tools are understood and implemented at Tdh. Especially ensure TDH’s frontline and technical staff are equipped with knowledge, tools and resources to support M&E at the program & delegation level.  
  • Ensures monitoring tools are relevant and meet the project, program and delegation level information needs.
  • Ensure partner & direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through schedule visits, data quality audits, spot check / verification visits against reports, and reports reviews (as per agreed schedule with donors and partners). Informs the Project Leader and/or Programme Coordinator of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
  • Ensure M&E findings are presented at the program review meetings on a monthly basis, and prompt critical thinking at project management & senior management level.
  • Ensure donor, and other internal reporting deadlines are met with high quality reports with accurate information.
  • Provides advice and methodological support during the recruitment of experts for M&E activites (by drafting terms of reference and recruiting and supporting consultants).
  • Monitors development in the M&E field while building the delegation’s knowledge and capitalizing on lessons learned in this area.
Closeout
  • Ensures evaluation processes for all projects and thematic areas.
  • Ensures appropriate dissemination of project and program level evaluation findings.
  • Ensures all M&E related data, reports, and records are clearly organized archived in a central location for future reference at a delegation level.
Use of M&E data 
  • Ensures that M&E data is used optimally during operational and strategic decision-making at the delegation in accordance with head office and donor requirements, especially with respect to institutional reporting.
  • Ensures the all projects are visible with updated PMP’s, beneficiary data, project progress reports that are reviewed and validated for compliance and accuracy.
Learning/training
  • Takes measures to build the skills of teams and partners in the M&E field.
  • Fosters a learning environment amongst the M&E teams and programme staff and promotes critical reflection in the field of M&E.
Security and child safety
  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies

  • Knowledge of and professional experience in the children’s rights field (protection and health) in the humanitarian aid/development context.
