تعلن  الهيئة الطبية الدولية - المكتب الإقليمي في عمان عن حاجته الى :


١-  Procurement Officer

Scope of Work:
  • Processes the requisitions sent by the requester
  • Personally responsible for the perfect implementation of the procurement procedures.
  • Independent and self-sufficient, requests the quotes on the national market.
  • fills out the Bid Summaries, Comparison charts, Waivers and Purchase orders.
  • Prepare big detailed comparison sheets for big tenders (specially for medication and medical commodities)
  • issues memos in case a waiver of any step of Procurement process
  • Handling full big procurements > 20k USD and BPAs – from receiving PR till full delivery and payment, according to IMC Procurement Manual
  • Ask for signatures as per the procurement procedure
  • Responsible for writing the opening minutes and negotiations conclusion minutes.
  • Represent logistics department in the sealed offers opening meetings.
  • Knows the local market and available suppliers. Selects the best suppliers to request quotes from as per price and quality.
  • Delivers the Purchase orders to the selected suppliers. Ask signature and provides a signed copy to the supplier as order.
  • Make sure all suppliers are legal and reports his supervisor in case of illegal issues.
  • Presents the procurement files to the Finance office and ensures the payment in timely manner.
  • Conduct a reference check for selected vendors for big tenders
  • Once delivered to the warehouse, makes sure the items are sent in timely manner to the field sites, provides, and approximate delivery date. Contacts sites in case of delay and provides new expected delivery date.
  • Update vendor catalog and vendor rating tools.
  • Update PTS (Procurement Tracking Sheet)
  • Regular review procurement plans for tracking and planning.
  • Manage and review Procurement Assistant work
  • Performs other duties as assigned by supervisor
  • Responsible for issuing tenders and advertise in the public newspaper
  • Provides procurement support to all programs in compliance with IMC Procurement standards.

Qualifications:
  • Bachelor Degree in a related field.
  • Years of experience: Min (1) – Max (3) on same level.

Languages:

  • Arabic: Fluent; English: Excellent

٢-  Operations Officer

GENERAL DUTIES AND RESPONSIBILITIES 

Provide operation support to Jordan cross border activities. Activities will include the following:

Procurement:
  • Plan and Provide inputs for all cross border support needs
  • Raise PR and submit in due time
  • Raise PR for contracting appropriate transport from and to IMC warehouses related to the program
  • Raise Work Order
  • Ensure full accountability and record keeping
  • Ensure all procurement and logistics documents pass through Jordan procurement and logistics department prior to approval

Transport:
  • Record through pictures/video all transferred commodities (within Jordan)
  • Communicate and coordinate accordingly with relevant staff on all shipments
  • Collect all scanned signed copies of above documents to confirm receipt at end user including pictures and video)
  • Keep electronic record (save in ERT Shared folder) all scanned copies of above documents

Warehousing:
  • Coordinate and provide all required information to warehouse manager for all kitting needs prior to sending shipment (kitting packing list, recipient contact details etc.) in coordination with health department
  • Raise GIO for all commodities to be transported
  • Raise all relevant to program Waybills, GRN, donation letters, Packing list, MoU with HF
  • Notify, raise PR and follow up on all warehouse lease agreement extension (office, warehouses)

Asset management:
  • Track and report on a monthly basis on all ERT assets (both in Jordan and Syria) and submit monthly updates to Jordan Logistics Officer – Assets  
  • Coordinate with IMC Jordan Asset officer on any changes
  • Provide full specifications and information to Jordan Logs Officer-Assets in relation to Asset being purchased to be intended for use in Syria (BIS license)

Fleet:
  • Track and report on all vehicles rental contract (XB)
  • Communicate with reporting officer on a monthly basis about all contracts status
  • Notify, raise PR and follow up on all contractual agreements extension (as required)

Safety & Security
  • To work and report daily to the Director in regards to all security related issues in the area of operation
  • To provide accurate and timely security updates, of the security situation within the Southern region of Syria to the Jordan Emergency Program Director
  • To conduct any other closely linked tasks that may be required, by the ME Regional Security Manager
  • Act as focal point on any safety & security related matters

Other duties as required
  
Qualifications:
  • Education/Degree: Bachelor degree in a relevant field or equivalent experience.
  • Years of Experience: Minimum 2 years of experience in the same field.

Languages:
  • Arabic: Fluent; English: Excellent
