Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them. Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.
ICLA Partnership Technical Officer
Role Specific Information
NRC’s ICLA programme provides Information, Counselling and Legal Assistance, primarily to Syrian refugees on Legal and Civil Documentation (LCD), Refugee Registration Processes (RRP), work rights and Housing, Land and Property (HLP) issues. While NRC is dedicated towards serving specifically Syrian refugees in the country, ICLA implementing partners function as complementary service providers throughout the provision of specialized legal counselling and legal assistance services.
The NRC ICLA Partnership Technical Officer will support NRC ICLA Programme in ensuring the quality of the legal aid services delivered by ICLA implementing partners throughout the regular monitoring of the service provision, the analysis of the partners’ reports, overseeing and ensuring the application of the partnership agreements with the partners and the best use of the referral and feedback mechanism, and through the day to day coordination with the specialist team, to ensure the systemization of the best practices across all field location. The position is key to ensure the quality of the services provided by NRC’s partners, as well as in supporting with the needed tools, guidance, and trainings to the implementing partners which will serve promoting and protecting Syrian refugees’ rights.
Generic Responsibilities:
- Ensure compliance with NRC policies, guidelines and standards.

- Responsible for implementation of technical activities of Core Competency project(s).
- Responsible for tracking financial expenditures related to technical activities of Core Competency project(s).

- Ensure project documentation of technical activities of Core Competency project(s).
- Provide technical support and capacity building towards project staff.
- Provide technical analysis and feedback to NRC representatives in coordination forums.

- Promote the rights of internally displaced/returnees in line with the advocacy strategy.

Specific responsibilities
- Support in overseeing the implementation of the current NRC ICLA Partnership Agreements with ICLA implementing partners, making sure partners follow their programmatic and financial obligations and implement their activities in accordance with ICLA strategy and priorities.
- Review and analyse implementing partners’ quantitative and qualitative periodic reports in line with the partnership agreements and the agreed referral and feedback mechanisms.
- Follow-up with partners to make sure that their reports are submitted in time and in line with Partnership agreements.
- Support in providing any necessary follow-up on Monitoring and Evaluation issues related to the cases referred to the implementing partners.
- Work closely with ICLA specialist team and ICLA staff to ensure the systemisation of best practices and lessons learnt across NRC ICLA teams in different geographical locations.
- Assist in developing training materials and tools, and in conducting internal and external trainings, as well as supporting in the monitoring of internal and external training and capacity building activities,ensuring that relevant databases/tracking tools are up-to-date.
- In coordination with ICLA technical Legal Coordinator, update NRC ICLA case worker manual and related technical guidance documents, incorporating best practices and ensuring up to date knowledge management, and support in specific research related to partnership Agreements.
- Support in the analysis of NRC ICLA data that could feed internal and external research and advocacy reports.
- Carry out any other relevant duties as requested by supervisor
Our ideal candidate:
We are looking for a university graduate in social science or law degree, with a minimum of three years of relevant professional experience and with prior experience of working in complex and volatile contexts. Knowledge of the Jordanian legal framework and practice, knowledge and experience in international human rights law, experience in liaising and working with national legal aid actors in Jordan with the ability to provide high quality briefs, both written and verbal, to a range of stakeholders, and knowledge/experience in managing partners in Jordan is considered a strong advantage.
Fluency and excellent drafting skills in both Arabic and English are required.
We are particularly looking for a positive individual with strong communication and interpersonal skills, who has excellent report writing skills and who can build trust and confidently navigate both internally and externally at different levels.

Role Specific Information
NRC ICLA Training and capacity development technical officer will support NRC ICLA programme in building the capacity of the ICLA team and ICLA implementing partners through developing trainings, and delivering them. The position is key to ensure the quality of the training packages and development needs for NRC’s team and partners.

- Monitor internal and external training and capacity building activities and ensure relevant databases/tracking tools are up-to-date
- Identify opportunities for mutual training activities between NRC ICLA and implementing partners and support the Specialist in overseeing the quality of the trainings delivered

- Acting as ICLA focal point on work and housing rights engagement within NRC (with other Core Competencies and Protection Unit) and with external stakeholders (ILO, INGOs/NGOS, Cooperatives, Ministry of Labour) under the direct supervision of the ICLA Specialist,
- Conducting and coordinating legal research on work and housing Jordanian law, rules and regulations,
- Close liaison with ICLA field staff on work and housing rights issues arising for beneficiaries,
- Drafting legal and policy briefs on work and housing rights, supporting external consultants preparing reports on work and housing rights and collating data and information on beneficiary needs and protection issues arising in the area of work and housing rights,
- Participating in external forums on work and housing rights in consultation with ICLA Specialist and other Core Competencies,
- Focal point NRC work with Cooperatives, trade unions or other relevant actors;
- Developing ICLA work on CDR around employment and housing disputes in cooperation with key stakeholders, including Tamkeen, and conducing training for ICLA staff,
- Liaising with NRC external lawyers on work and housing law issues and possible opportunities for programmatic or policy interventions,
- Support the ICLA Specialist in the development of ICLA thematic strategies in particular on housing and work rights;
- Conduct quantitative and qualitative analysis of ICLA caseload and produce related internal notes and briefings to inform better quality service provision;

٤- Cash for Work & IBVs HR Coordinator - Amman
Roles and Responsibilities
The role of the HR Coordinator - Cash for Work is to support the NRC Human Resources unit in the management of HR processes for Cash for Work/incentive based workers; ensuring compliance with NRC policies & procedures and the Jordan Labour Law.
Generic responsibilities:
- Adherence to NRC policies, guidance and procedures.
- Implement NRC’s systems and procedures at area level.
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
- Prepare and submit reports and analysis.
- Ensure proper filing of all support documents.
- Support line managers in procedures and require support team trainings.
- Management of support team.
- Ensure development and implementation of administrative systems and procedures.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
- Ensure adherence to NRC policies and the national labor law in all processes and procedures.
- Advice in personnel conflicts/processes when relevant.
- Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc.
- Coordinate with relevant partners, suppliers, authorities, lawyers etc.
- Ensure accuracy of staff salaries.
- Ensure that staff records in all offices in the area are up to date and filed appropriately.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
Specific responsibilities:
- Liaise with the MoL to ensure NRC is compliant with labour law and take the lead in ensuring access to work permits for the Non-Jordanian CFW and payment of Social Security Contributions for CfW activities in host communities.
- Oversee the roll out of the new Incentive - based Volunteer scheme (IBV+) in Zaatari and Azraq camp and support the implementation of the transition plan.
- Oversee, from an HR perspective, NRC’s collaboration with volunteers and internship participants, and ensure compliance with the labour law.
- Ensure that CFW, volunteer, and incentive workers records are up to date and filed appropriately.
- Ensure the payroll for CFW/Incentive workers is documented, processed and paid in an accurate and timely manner.
- Support relevant HR staff in tracking leaves for CFW and Incentive based workers as appropriate.
- Ensure that induction, performance management and exit procedures are established and implemented for CFW and Incentive workers.
- Follow up on disciplinary measures/meetings, conflict management; participate in investigations as required.
- Support/facilitate briefing sessions such as Code of Conduct, and PSEA (Protection from Sexual Exploitation and Abuse), and information sessions on Internal Regulation for CFW/Incentive based worker.
- Advice and support line managers staff in all CFW and Incentive workers HR processes, in coordination with the PMs and HR Manager.
