١- Community Based Rehabilitation (CBR) Supervisor
Location: Amman

THE JOB
The Community Based Rehabilitation (CBR) Supervisor is the one responsible to supervise the CBR Project Officers to ensure that CBR activities are on track. The task of CBR workers are mainly to identify, refer (to rehabilitation and other services within the community) and follow-up people in need of rehabilitation services.
Responsibilities
Responsibility 1: Contribute to the project planning and implementation
Aim: Ensure the CBR activities are implemented on time and within the defined plan.
Activities:
- Collect information from the team to document set indicators and contribute to data analysis;
- Liaise with logistics and finance departments as per the procedures in place to undertake purchase & expenditures as required for activities implementation (Procurement and administrative works);
- Supervision of CBR payments and follow up of cash advance requests;
- Contribute to the preparation and implementation of project quarterly reviews, mid-term and final evaluations, as well as donor reports;
- Provide formal and informal clinical supervision of the POs, with the objective to develop the POs skills;
- Ensure a regular supervision of the POs and Project Cashier(s) through field visits;
- Ensure regular trainings to the POs and Project Cashier(s) are provided according to the needs identified by the project management and/or the technical supervisors;
- Conduct a regular evaluation of the technical tools and documents used at field level;
- Participate in the development of any technical tools or documents;
- Participate to project meetings;
- Under the technical supervision of the CBR Technical Coordinator, propose changes, updates and improvements of relevant CBR activities according to HI strategy;
- Ensure that HI operational, financial, administrative & logistics procedures are respected by the POs and Project Cashier(s);
- Maintain regular link with the TOs Supervisor in order to ensure cohesion of activities within the Rehabilitation Project.
Responsibility 2: Contribute to the development of CBR methodologies and tools
Aim: Support the setup, implementation and update of the CBR project tools and operations. Ensure that referral network is in place, correctly implemented & regularly updated by HI and project partners and stakeholders.
Activities:
- Contribute to the identification and development of the operational tools needed for implementing the project activities;
- With the support and supervision of the CBR Technical Coordinator, develop training packages including training needs assessment, training plan, training materials related to CBR;
- Contribute to the development of data collection tools for tracking project indicators;
- Participate to lesson learning analysis, identification of good practices and success stories and case studies development;
- Provide regular reporting on activities to the line manager;
- Contribute to the monthly information sheet (MIS) by providing relevant data related to the position and CBR component of the project;
- Participate in the analysis and reporting of issues faced by the refugee population, with a rehabilitation perspective;
- Support the Project Manager/Deputy Project Manager in analysing the data collected and in identifying necessary adjustments to the project implementation framework to improve the quality and impact of the intervention;
- Monitor the use of tools and methodologies and support the team for their implementation;
- Monitor and analyse the quality of beneficiaries’ file and data provided by CBR;
- Identify case studies and success stories to illustrate changes induced by the project and for communication use;
Responsibility 3: Team Management
Aim: Ensure a positive team environment and functional performance of the team under his/her supervision
Activities:
- With the human resources department, define the prerequisites for the vacant Project Officer and Project Cashier positions and, develop the job profiles.
- Conduct the managerial interviews for the recruitment of POs and Project Cashiers, in collaboration the CBR Technical Coordinator (for POs) and Finance Manager (for Project Cashier).
- Ensure the Project Officers’ and Project Cashiers’ responsibilities are clearly defined and understood;
- Ensure the referal process is organized and well prepared;
- Manage and support the CBR team under his/her supervision and ensure the work plans are followed;
- Assess the team needs for training and follow up;
- Conduct performance appraisals and setting of individual performance objectives of all direct reports;
- Ensure regular meetings with the TO Supervisor, and if relevant the DPM or PM, are conducted to discuss activities updates, challenges and recommendations.
THE SUCCESSFUL CANDIDATE
Will have
- Bachelor degree in rehabilitation field or social sciences or other relevant discipline.
- At least 4 years of experience in community services.
- At least 1 year of managing teams/ supervisory responsibilities.
- Good knowledge of the Community Based Rehabilitation approach.
- Previous experience in management/team leader.
- Previous experience working in Humanitarian field.
- Experience to translate written documents/verbal information from English into Arabic and vice versa.
- Strong reporting skills.
- Public speaking and advocacy skills.
- Advanced ability to monitor progress against deadlines.
- Ability to foresee risks, to identify priority activities and adjust them as required.

1Background
1.1About Humanity & Inclusion and the Middle East Regional Programme

Working alongside people with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions and promoting respect for their dignity and their fundamental rights. Present in more than 55 countries, HI has been present in Jordan since 2012 and currently works to provide comprehensive rehabilitation services to vulnerable people in need.
HI’s Middle East Regional Programme is now broad and ambitious, with projects and missions in 4 different countries (Egypt, Jordan, Lebanon and Palestine). The different projects and actions implemented at regional (multi-country) and mission levels are expected to continue and grow at different stages of the post-emergency-development continuum as well as across different sectors, including new ones for the region such as livelihood and education.
1.2 Disability and people with disabilities’ situation in Jordan
Seven years after the beginning of the Syrian crisis, Jordan is hosting the 3rd largest number of Syrian refugees in the region. As of March 2016, the number of individuals having fled Syria to seek refuge in Jordan has reached 655,056 (registered with UNHCR, Nov-2017) with over half being boys and girls under the age of 18 years old. More than 30% of the Syrian refugee population present some specific needs linked to functional limitations (impairment / disability) and are therefore affected by factors which increase their vulnerability.
In addition to the main challenges faced by the overall Syrian refugee population, people with disabilities face difficulties to access services that are appropriate and suited to their needs. Barriers still remain from humanitarian assistance preventing an equal access to the services provided for all the population. The “in-accessibility” of information and of facilities, the distance from services, lack of understanding about the needs of people with disabilities as well as the attitudes towards this group are some of the reasons that continue to exclude them from the humanitarian response.
1.4 Jordan Mission and Approaches of Intervention
In October 2014, HI launched a project aiming to address more specifically the issue of inclusion and mainstreaming. Articulated around 5 steps - Barrier analysis, Informing and Awareness-raising, Advocacy, Training and Coaching – the project develops a holistic mainstreaming approach to ensure the inclusion of people with disabilities within their communities, HI piloted a new awareness component which aims to reduce the stigma and discrimination faced by persons with disabilities in targeted local communities affected by the Syrian crisis since 2016. The “Inclusion” component consists in acting deliberately in order to eliminate all obstacles which could prevent one from an equal access and full participation within a structure, service or society, whatever the intrinsic characteristics of this individual, family, group or community (age, sex, disability, ethnicity, nationality, political affiliation, etc.).
In order to inform the definition of the next phase of awareness raising within the target communities in relation to barriers for people with disabilities in accessing the services, HI has scheduled a conduct Knowledge, Attitudes and Practices survey in the target area. The current set-up of the mission includes a Monitoring, Evaluation, Accountability and Learning (MEAL) department with some experience in conducting various types of surveys.
2OBJECTIVES OF THE CONSULTANCY
The purpose of the consultancy is to provide the methodological support to HI Jordan to implement the KAP-survey, based on the evaluation questions provided by HI and in coordination with the Regional Inclusion Technical Coordinator. The support will be articulated around two key objectives:
- Lead the baseline KAP-survey jointly with the HI team
- Build the capacity of the MEAL department (3 to 4 people, supervisor and officer level) through theoretical and practical training empowering MEAL unit to conduct autonomously future KAP-surveys.
2.1Tasks of the Consultant and deliverables
Objective 1: Lead the baseline KAP-survey jointly with the HI team
Task 1.1 - Based on the evaluation questions provided by HI, develop the adapted KAP-survey methodology: Jointly with MEAL unit, define the indicators to measure, design the questionnaire, identify the relevant target groups, select the appropriate sampling method, and evaluate the precision
Task 1.2 - Supervise the data collection including training of enumerators and data cleaning
Task 1.3 - Lead the preliminary analysis, listing preliminary results to be validated by the Regional Inclusion Technical Coordinator
Deliverable 1.1: Methodologic document for the baseline KAP-survey including: Measured indicators the final questionnaire, the sampling used, limitations, precision and confidence
Deliverable 1.2: Cleaned dataset (unprotected excel based)
Deliverable 1.3: Preliminary KAP-survey report, including: Methodology (see Deliverable 1.1), Profile of respondents, detailed findings, Performance on the selected indicators and Recommendations
Objective 2: Build the capacity of the MEAL unit (4 people) through theoretical and practical training empowering MEAL unit to conduct autonomously future KAP-surveys
Task 2.1 – Conduct a rapid capacity assessment of the MEAL unit in relation to KAP-surveys and develop the related capacity building plan
Task 2.2 – Deliver training to the MEAL unit on the KAP-survey (in general): basics, methodological options, representativity of results, sampling methods, and complementary studies
Task 2.3 – Mentor the MEAL unit during the implementation of objective 1.
Optional task 2.4 – Training of MEAL unit (7 people) on data analysis software such as Sphix, or SPSS (or similar) as recommended by the applicant
Deliverable 2.1: Capacity assessment overview and capacity building plan
Deliverable 2.2: Training materials and guidelines
Deliverable 2.3: Recommendations for further MEAL unit development in relation to KAP-survey (including online platforms).
Optional deliverable 2.4: Data analysis software training materials
Deliverables will be considered final upon validation by HI.
3CONSULTANT’S PROFILE
The expertise required to fulfil this role is as follows:
- Academic background on MEAL or Research.
- Demonstrated experience in conducting community level similar studies
- At least 3 years’ experience in in humanitarian or development context
- Experience on data analysis software (Sphix, SPSS, NVIVO…). Should the consultant plan to use a licenced software, he must supply it as HI will not be providing any.
- Experience in MEAL capacity building programs, and advanced level in delivering trainings for M&E specialized staff.
- Fluent in English and Arabic (oral and written),
4DURATION AND LOCATION
4.1Timeframe
The consultancy is expected to be carried in between August 2018 and September 2018. The total duration of the input is estimated to maximum 30 working days subject to following restrictions:
- Weekends are not working days, except when preliminary agreed
4.2Work schedule
The consultant will propose a tentative work schedule for the performance of the requested services, according to the timeframe specified above, in his/her Expression of Interest (EOI).
4.3Location
The consultant will be based in Amman, with travel to various project implementation areas in the northern governorates (maximum 2 hours average traveling time from Amman to field).
4.4Representation
The consultant will have to abide to all HI mandate and Code of Conduct, and is expected to preserve HI image.

- Technical offer reflecting a tentative work schedule, number of days required to complete the assignment, specify if the optional task will be included and the details related to it
- Detailed financial offer including with requested terms of payment (payment tranches), specifically highlighting consulting fees per day and the estimated total financial offer (Including VAT).
- CV of proposed consultant including at least 3 references
- At least 1 examples from previous similar assignments
Only complete EOI following all requirements will be considered.
6LOGISTIC ARRANGEMENTS
The consultant must supply professional equipment (laptop, phone).
HI Jordan will provide:
- Office space and resources (Wifi, printing, meeting room…),
- Enumerators
- Data collection tools for enumerators (tablets….)
- In-country work-related transport, based on need and according to HI Jordan logistic procedures.
7ADMINISTRATIVE REQUIREMENTS
The selected candidate will be requested to provide HI the following documents at the time of contract signature:
- Evidence that government taxes have been paid
- Banking identification (for payment)
- Valid Passport or ID.
The consultant will be requested to provide a quotation for 60 days he/she will be mobilized and will be contracted by HI.
8PAYMENT
The consultancy fees will be paid, upon reception of invoice, by bank transfer. The payment tranches are to be proposed by the consultant as part of the application. In all cases, at least 30% of the agreed price will be transferred only upon validation of the final report by HI.
