Consultant - Needs Assessment
War Child Canada works with war-affected communities to help children reclaim their childhood through access to education, opportunity and justice. War Child Canada has over 15 years of experience working in communities in conflict and post-conflict zones. All work is implemented in direct partnership with local communities, local NGOs and other stakeholders using a child-centered approach. War Child Canada currently works in Uganda, Sudan, South Sudan, the Democratic Republic of Congo, Kenya, Afghanistan, Jordan, and Iraq. War Child Canada is a registered Canadian charity based in Toronto.
The project’s overall goal is to ensure that by project end, women and girls from Syrian refugee and vulnerable host Jordanian communities in Sahab and Nuzha (Amman) are safer and are better protected from violence and their rights are upheld.
The consultant will lead a quantitative and qualitative evaluation of the project to assess and collect data related to the project goal of "women and girls from Syrian refugee and vulnerable host Jordanian communities in Sahab and Nuzha (Amman) are safer and are better protected from violence and their rights are upheld". Where by project end, women and girls in Sahab and Nuzha (Amman) (including survivors/those at risk of SGBV, members of highly vulnerable groups such as female heads of household and out-of-school girls) are better able to access available protection and support services
REPORTING
In all matters relating to the assessment, the consultant will report to the Country Director, in Amman with correspondence with the Senior M&E Manager in Headquarters as needed and in coordination with the project manager and country director.
TIMELINES: The assignment should be completed in less than 30 days including reporting preparation.
CONSULTANT’S PROFILE: The Consultant(s) must have experienced in the sectors listed below as the study is an opportunity to set the overall direction of how WCC projects are utilized and managed by the organization. The fieldwork will be conducted in Amman , particularily Sahab and Nuzha with the report being delivered in English remotely afterwards.The objective of the needs assessment is to collect information on challenges, opportunities and issues on legal and social protection needs of women and girls and identifying existing community-based protection mechanisms in: Sahab and Nuzha (including al Hashmi al Shamali).
Purpose - The needs assessment will provide the basis for strategic interventions in order to develop context specific, sustainable long term programs or projects that are relevant and driven by the needs of the communities.It will also contribute to the development of WCC’s country strategy, providing conclusions and recommendations based on the findings of the needs assessment to influence future programming implementation.
Need – WCC is seeking to better understand the psychosocial and legal needs of the beneficiaries, their families and the local community and their access to services currently.
Aim - To identify any gaps in service provision in the target communities in relation to legal, psychosocial, and social protection services to developing a context specific, sustainable mitigation programs involving the views of beneficiaries, their families, the local community and service providers.
Specific Aims – The needs assessment will identify the following for both Jordanian nationals and Syrian refugees:
- Community knowledge of and access to government and other service providers in livelihoods, health, education & rights protection
- Community access and barriers to protection, and legal services, including NGOs offering service provision or awareness
- Opportunities for income generation (small informal businesses) for those unable to do formal employment
- Effective partnerships and linkages between the community and service providers at the community and district level
- Priority psychosocial, protection, and legal needs in the communities – general and specific to each community
- Recommendations on long term strategy and specific programming thematic interventions
Methodology
- Key informant interviews with beneficiaries, their families, community members and service providers
- Desk reviews of available services specifically in social protection and legal awareness
- Focus group discussions – w/ members of the community
DELIVERABLES
- An inception plan clearly indicating activities, timelines and delivery plan
- A comprehensive participatory needs assessment report based on the objectives of the Participatory Needs Assessment in soft copy and hard copy (Spiral bound)
- Develop a set of overall detailed recommendations based on the prioritized needs/issues.
- Tools used for data collection
Key requirements
- Experience working/consulting in Jordanian social services, GBV, Family health & women/girls health, protection
- At least a degree in the fields of Social Sciences, Statistics, Demography, Research Methodologies, Development Studies and any other related fields
- Knowledge and experience in research and participatory methodologies and approaches
- Knowledge and experience in working with refugees in host communities
- Knowledge of community mobilization and development
- Experience in data analysis, presentation methods and report writing
- Good spoken and written communication skills in English and Arabic
