M&E Officer
PURPOSE OF THE POSITION
Under the direct supervision of the Monitoring and Evaluation (M&E) Manager, the M&E Officer will be responsible for overseeing the implementation of the M&E system within specific project(s). This will include supporting the development of the system, designing M&E tools, overseeing data collection and analysis, and raise issues relevant to achieving project outputs and impact to the M&E Manager and Project Manager.
RESPONSIBILITIES
Establishment and maintenance of project-based M&E system
- Support the M&E Manager design and implement Monitoring, Evaluation, Accountability and Learning (MEAL) system in accordance with ARK Group DMCC DME System
- Oversee monitoring of project outputs and outcomes according to logframe and implementation timeframe, raising concerns to M&E Manager and Project Manager in a timely manner
- Support and / or lead project evaluations and reviews, in particular by ensuring the quality of evaluation methods, tools and data collected
Data Collection, Management and Analysis
- Develop M&E data collection tools (including ICT-based tools)
- Train staff and data collectors in the use of tools, monitor use and support adjustments where needed
- Ensure data meets data quality dimensions (timeliness, accuracy, validity, reliability, integrity, completeness)
- Clean data collected and ensure accurate figures for analysis and reporting
Support Organisational Learning and Accountability
- Lead timely and regular reflection meetings of monitoring and evaluation data in order for project and programmatic reflection and learning that leads to action, decision-making and influence
- Work with project team to ensure transparency and accountability to communities, beneficiaries and stakeholders, through effective communication and feedback
Supervisory Responsibilities
- Establish a high functioning data collection team through hiring, and managing the performance of strong data enumerators in the field
- Build the capacity of data collectors through training and job coaching
Internal Coordination and Communication
- Proactively seek to engage entire project team throughout the design and implementation of M&E system
- Develop monthly projections of upcoming M&E support required by project team with weekly adjustments as required
- Identify personal areas for growth so as to engage in continuous learning
- Adhere and remain compliant at all times with ARK Group DMCC and donor policies and procedures.
REQUIRED SKILLS AND EXPERIENCE
- University degree in Social Science or any relevant field dealing with data collection, management and analysis
- Three years of M&E and data collection experience in a development or humanitarian setting (ideally SSR field)
- Working knowledge of principles of results-oriented monitoring and evaluation.
- Experience using research methods with mixed-methods data collection and analysis skills.
- Native Arabic speaker, with fluent English writing and speaking skills
- Ability to analyse quantitative data in Excel or similar software.
- Experience using ICT data collection tools such as KoBoToolbox
- Legally permitted to work in Jordan
