Job Description: Website Developer, Consultant
YESS Trade Component
The Middle East Economic Growth Project (MEG) supports USAID economic growth programs in the Middle East and North Africa (MENA).  It is providing missions and operating units with the necessary tools to conduct economic and financial sector assessments, strategic planning, diagnostics, pilots, and program designs. The Yemen Economic Stabilization and Success (YESS) Trade Facilitation Team is working to facilitate the flow of humanitarian relief supplies, fuel, and commercial trade by reducing trading costs and delays and modernizing the current import regime.
Objectives
Support is being provided for the Port of Aden to assist it in achieving greater productivity in port operations and better support for national trade.  Part of this effort is to assist the Port in developing an interactive Port web site.  A Consultant is to be appointed to oversee the development of the web site, which is to be constructed by a web designer in Yemen.  Building on the existing data presented in the Port of Aden site (www.portofaden.net), the new site will feature interactive content to allow electronic communications between outlying offices of the Port and the Head Office, between cargo ships, ships’ agents and the Port, and help to speed up the flow of data.  
It is intended that the new website will act as an information database for Port management/ departments and port users.  Shortlisted candidates will be provided with a diagram illustrating the proposed data flows.  
Scope of Work
The incumbent will be primarily responsible for the following activities: 

  • Initially reviewing the existing Port of Aden web site to understand the information that the Port currently presents to its clients
  • Critiquing the ‘Business Requirement Document’ prepared by a web site design company based in Yemen, that specifies how the web site should be designed 
  • Determining whether the Port’s objectives for the web site, which the Port intends should contain complex features to allow data inputs to databases via the site, are achievable
  • Providing an estimate of the time required to develop the web site, with a flow chart illustrating the steps to be followed in the development process
  • Overseeing the development of the Port web site by the local design company that will be appointed, and providing support for the local company as required
  • Ensuring that the structure of the web site allows access for various internal and external users using password protection and high levels of built-in security
  • Working closely with the Yemeni web site design company throughout the process to provide competent oversight and quality control
  • Promoting technology transfer to the Yemeni company and to Port Staff, while contributing to staff training programs as needed
Minimum Qualifications
·      Minimum 5 years of previous experience in web site development
·      Familiarity with web development programs, such as Adobe Dreamweaver,Blue Griffonand Microsoft Visual Studio, and content management systems, such as WordPress
·      Able to work fluently in both Arabic and English 
·      Familiarity with Trade Concepts, including ASYCUDA++ and AYSCUDA World would be an advantage
